The key problem with this set of coats-of-arms, is that it is unclear which are genuine, versus which are made up by the user. Effectively the user is poisoning the Commons well by adding an admixture of false information mostly indistinguishable from real information (presuming any of them are real). It is better that we do without all of them, than accept the introduction of false information into Commons.

In my opinion we shoud not delete all the files now. The user is a very enthusiastic 14 years old boy, I think we should be patient, explain to him the rules of Commons and aks references about uploaded files.
