Likely copyright violations. The uploader, who claims to be a professional photographer, has demonstrably made it a habit to grab other people's non-free works from various Internet sources, upscale them, alter the colours and contrast, crop or clone out any watermarks or other identifying elements, and upload the files to Commons with shamelessly fraudulent authorship claims (explicitly claiming "Photography Rasoul Ali," sometimes even in the file name, and linking to http://www.rasoulali.com/). Several of the photos have been grabbed from http://ilturquoise-evereast.blogspot.com/. Others have been taken from Airliners.net, Flickr or even other Commons users. The user also operates a Flickr account, a Deviantart account, a Blogspot account and a Maktoobblog account, where many of the same copyright violations appear. I have not been able to determine the real source of these remaining files, but after the number of blatant copyright violations I've found, I have zero confidence in the uploader's authorship claims at this point.

Note that instead of commenting on this discussion, the uploader chose to upload File:Entrance to the University of Baghdad Iraq .. Baghdad Rasoul Ali مدخل جامعة بغداد العراق .. بغداد رسول علي.jpg, which is yet another blatant copyright violation, taken from http://www.panoramio.com/photo/54206531, and the following file, which I'm adding to this request:
