All those files using this source, which is linking to http://creativecommons.org/licenses/by-nc-sa/3.0/. Thats the Non-Commerial version of the CC license. But any image on commons has to be reusable commrcialy too.

Info I had an discussion with Theresa Pak (talk · contribs) in 09.2013, one of the uploader of above files (see e.g. File:Lee Seong-bok.jpg). For details, see User talk:Gunnex/Archive 3#"this file is missing evidence of permission" tags on my photos. (where I have also pointed to some other related copyright issues: origin of the images, eventual license laundering, etc.). It seems so that user Theresa Pak is (or was) directly connected with the site owner of http://eng.klti.or.kr and they tried to figure out an adequate license model for the site at this time. Apparently, for some days, the site was indeed licensed under {{Cc-by-sa-3.0}} (well, in fact I would not have initiated a license review-process on that file above if I had already seen a incompatible NC-license, expecting that the review would fail anyway...) but they returned by unknown reason to {{Cc-by-nc-sa-3.0}}. I know that, by principle, Commons licensing are non-revocable but the intention of the site owner was and actually is {{Cc-by-nc-sa-3.0}}, interrupted by a short period of eventual misunderstandings. Please access to the Author Database in Literature Translation Institute of Korea site and access the individual pages directly. Then there are CC BY-SA 3.0 And please check the bottom of the document of File:Lee Je-ha.jpg.--Eggmoon (talk) 13:59, 10 November 2013 (UTC)[reply]
Hmm, I rechecked now some of the files, and its looking to me that the source page(s) sometimes linking to cc-by-nc-sa-3.0 and sometimes to cc-by-sa-3.0. I don't see any system when which image is using which license. Might be they changing their webcontect dynamicly or periodicly. On the other hand I don't see why this site has the right to give those licenses (with unknown authors according our description pages). --JuTa 18:07, 11 November 2013 (UTC)[reply]
Some of them are confirmed via License Review process. --레비ReviD✉CM 08:55, 27 November 2013 (UTC)[reply]
