Per this site, this statue of Taras Shevchenko was unveiled in 1954, and the sculptor was Y. Chaika. I haven't been able to determine when the sculptor died (immediate online search only gives links to stock photo sites like Alamy), but even if the sculptor died more than 70 years ago by now (public domain in Ukraine), the statue is eligible for US copyright. This means these photos should not be undeleted/restored until the statue's US copyright expires (95 years after 1954). US copyright can be ignored if Ukraine had commercial freedom of panorama. But unfortunately, the Ukrainian government – in amending the nation's copyright law in December 2022 – only gave a non-commercial FOP that is not OK for Wikimedia.

If that is the case, then the monument is unfree in its country of origin until January 1, 2066, 70+1 years after Chaika died. US copyright no longer matters as the monument enters US public domain on January 1, 2049 (95+1 years). Undelete in 2066 (or earlier if Ukrainian law becomes favorable for Wikimedia).
