There is no Freedom of Panorama in Kosovo.

I quote from Commons:Freedom_of_panorama#Kosovo: "Works permanently placed in public streets, squares, parks or other generally accessible public places may be used freely."
In addition:
File:Monumento a Ibrahim Rugova, Pristina, Kosovo, 2014-04-15, DD 06.JPG also shows a lot of the surrounding city. But only the scultpure is in focus.
File:Rugova monument with snow.jpg definitely shows a winter city sceen - not a "portrait" of this monument": The background and surroundings are also focused, the monument partly covered and very dark, so no details are recognizable. Thus, in this picture, the monument is only one element of the compoisition, not its main focus. --Albinfo (talk) 13:08, 16 December 2018 (UTC)[reply]

Deleted: per nomination. You have to read the entire section on COM:FOP Kosovo. Works mentioned in previous paragraph (ie those permanently placed in public) cannot be reproduced in 3D form. We can't keep these unfortunately. --Majora (talk) 02:05, 30 May 2019 (UTC)[reply]
