The copyright on these stamps was restored by the URAA. So the images of them should be deleted as COPYVIO per the precautionary principle until at least 2,062.

Your ignoring that the copyright status was renewed by the URAA. And licenses have to be covered by a valid license in the United States in the meantime, which the quote you cited clearly doesn't qualify as because it's not a license. So outside of the quote from the guidelines what license in the files is valid in the United States? It's clearly not PD-Japan-organization or PD-Japan because they aren't from the United States and there's really isn't anything outside of those except the URAA. So which license is it then? Or are you asserting that these images don't have to have valid licenses to be hosted on Commons? --Adamant1 (talk) 08:11, 9 August 2023 (UTC)[reply]
