According to French Wikipedia, it was completed in 1982. In most countries, all paintings, sculpture, architecture, text, and other creative works have copyrights which last for a certain period of time after the death of the creator (be it the last-surviving architect, engineer, designer, sculptor, engraver, or painter). An image of a work that is still under copyright is a derivative work, and infringes on the copyright so that we cannot usually keep the image on Commons. In some countries, there is a special exception to the copyright law which allows such images under certain circumstances. We call that exception Commons:Freedom of panorama (FoP). Sadly, Cameroon has no Commons-applicable FoP. Its FOP is not sufficient (noncommercial only). Two of the most used files here can be transferred to both enwiki and frwiki. One for enwiki (with warning tag "FoP-USonly) and one for frwiki (under their relevant tag).

These are apparently reuploads of the uploader Mndetatsin (talk · contribs). Still these images under commercial licenses violate the architect's copyright, and Cameroon does not have freedom of panorama in their copyright law allowing commercial uses of public art and architecture. Instead of reuploads, the uploader should have obtained commercial license permission from the architect of this building (or his heirs if he is already deceased). Non-commercial license is not allowed as per COM:Licensing.
