There is no indication of any free license on the cited web site. Although the work is Federally funded, we must assume that all the works there are under copyright.

You have probably missed this statement: "The images in this gallery are released into the public domain. If any image or images are redisplayed or reproduced, please accompany the image or images with the following acknowledgment: "Atlas Image [or Atlas Image mosaic] obtained as part of the Two Micron All Sky Survey (2MASS), a joint project of the University of Massachusetts and the Infrared Processing and Analysis Center/California Institute of Technology, funded by the National Aeronautics and Space Administration and the National Science Foundation." If pressed for space, this acknowledgment could be shortened to, e.g., "Atlas Image [or Atlas Image mosaic] courtesy of 2MASS/UMass/IPAC-Caltech/NASA/NSF." However, all or part of the full acknowledgment is preferred. This is the stated policy of 2MASS." The above link is found in Template:PD-2MASS ("2MASS kindly requests acknowledgement...").   • As stated by Szczureq, 2MASS images are in public domain so there is no reason to remove them. However we have many SDSS images (especially in NGC catalogue) which have following policy:

Any SDSS image on the SDSS Web site may be downloaded, linked to, or otherwise used for non-commercial purposes, provided that you agree to the following conditions: 

   You must maintain the image credits. Unless otherwise stated, images should be credited to the Sloan Digital Sky Survey
   Your use of the image cannot be construed as an endorsement of any product or service

If the image is to be used on a Web page, we also ask as a courtesy that you provide a link back to our site at http://www.sdss3.org/.
SDSS images were removed from Commons few times before but people are still adding them. Pikador (talk) 15:34, 12 January 2017 (UTC)[reply]

 Keep (Jameslwoodward) probably wants to cancel this deletion request after reading http://www.ipac.caltech.edu/2mass/gallery/aboutimages.html : "The images and image mosaics in the various Galleries are released into the public domain. " and update the {{PD-2MASS}} to make this more clear. You might even be able to find the source for the files you deleted earlier so you can undelete them.
