In fact, it explicitly states that images of public works are allowed to be published in the media without authorization or compensation of the original author. Also, the link to the relevant article is dead.

- I would think the legislator here introduced this clause with the idea that it would be deemed a FOP clause. It's meant to ease restrictions, and although the choice of "media" arguably limits the scope of that easing, I would think that if the scope were meant to be restricted it would be commercial media that would be restricted not non-commercial users. Your position, WUZUR, must be that commercial media can take these photos but private citizens cannot and I think this is odd enough that your interpretation is prima facie doubtful. One only gets a restriction on the scope of this clause by drawing an inference which is logically and linguistically possible but not necessary in the context of the apparent legislative intent and the fact there's limited evidence that the English or even non-English legislation here is meant to be interpreted so precisely.--Brian Dell (talk) 07:37, 24 April 2012 (UTC)
- I would like to draw your attention to the discussion which led to the rule which is now in force on Wikimedia Commons. According to WMF's licensing policy which refers to the Definition of Free Cultural Works ("freedoms should be available to anyone, anywhere, anytime") no restrictions whatsoever on the possible user is allowed for media files hosted here. I know no definition of "media" which includes every possible use-case (in that case the legislator could have written "anyone" which is done in other articles of the same law). Note that a) the French translation is more restricted to "news media" (unfortunately I don't know any Arabic to read the original) and b) the Berne convention also defines possible exceptions for news media only. As long as the Commons' policy remains these images have to be deleted. To change the policy you need to prove that the accepted interpretation of this law in the Lebanon is less restrictive than ours. —Wuzur 13:00, 24 April 2012 (UTC)

[edit]There is no acceptable freedom of panorama in Lebanon. Legally-binding free uses of public works and art in Lebanon are for mass media only (i.e., mainstream media + TV media + movies, not new/digital media as well as content creators' media). Therefore, all these commercially-licensed images violate architect Azmi Fakhouri's copyright. The building was incepted in 2008 according to the English Wikipedia article. All images do not show the work in an incidental (de minimis) way.
