Miquel Blay dead in 1936 and therefore, his works do not enter into the public domain until 2016 (according to the Spanish law applicable before 1989, a work enter into the public domain 80 years pma). Most of the works in this category are in public places (and therefore FOP can be claimed), but some of them (the ones this request applies to) are exhibited inside museum and they're not public places in the sense FOP requires (otherwise, any work exhibited in a museum would be in the public domain, something that it not obviously the case)

I have no legal reason against your pourpose, but the common sense. Nobody in his birthland would understand that his masterpieces were not in public domain, because he's a popular artist and images of his pieces are commons in books (art, touristic and scholar) and in thousand of images.
