• These awards are {{PD-RU-exempt}}. Yes, they are not state awards, but they are state symbols - symbols, which are established by state authorities, which design (including both text description and visual representation) are established (which design are integral part of) in respective official documents of state government agencies (the Russian official documents are not just texts), which are subjects of the en:State Heraldic Register of the Russian Federation (point 3 subpoint 4).
