Keep. If the whole document is in the public domain in the US, the creator of any derivative work made from that document, such as these images, may also disclaim any rights they have (which in this case is pretty much none, as it is simple retouching and image processing), and dedicate that derivative work to the public domain. -- The Anome (talk) 15:33, 14 May 2021 (UTC)[reply]
I understand, but in this case, something else is being discussed here. The photo may be protected by copyright by default (for example, the copyright could belong to the photographer or the CPSU).
