The memorial was incepted in 2014, authored by Mansudae Overseas Projects. Unfortunately, Nambian freedom of panorama is not free enough, only allowing pictorial exploitations of copyrighted public space works in audiovisual media only (movies and television for instance), not still images (photos). Commercial license permits from Mansudae Overseas Projects is required.
