This Daibutsu (large statue of Buddha) ,named "ja:兵庫大仏 (Hyogo Daibutsu)", the current statue is the second statue. It was erected in 1991 [1] [2]. No FoP in Japan for statues.

 Comment Hyogo Daibutsu and Todaiji Daibutsu, these are not the same. These poses are completely different.

 CommentAccording to Article 46 of the Copyright Act of Japan, there is no problem in using the Hyogo Daibutsu picture.

Article 46 It is permissible to exploit an artistic work the original copy of which is permanently installed in an outdoor location as provided for in paragraph (2) of the preceding Article or an architectural work, in any way whatsoever except the following:

(i) producing additional copies of a sculpture or offering such additional copies of the sculpture to the public by transferring them;

(ii) reproducing an architectural work by means of construction, or offering copies of an architectural work so reproduced to the public by transferring them;

(iii) reproducing a work in order to permanently install it in an outdoor location as provided for in paragraph (2) of the preceding Article;

Hyogo Daibutsu is an art work located outdoors. Works of art or architecture installed outdoors may be used in any way. It is clear that there is nothing wrong with publishing photos pursuant to the provisions of Article 46 of the Japanese Copyright Act.
