These are various photos of the same German politician dated to the 1920s and 1953, taken from a book published in 1979 and a web site. They were uploaded with a license tag, {{PD-Germany-§134-KUG}}, which does not apply to such photos. (It only applies to works published by a legal entity under public law, that is basically the German state and its subdivisions plus a few official corporate bodies. Companies, like publishing houses, are NOT legal entities under public law, they are legal entities under private law.)

Without further details about first publication etc. we cannot determine the copyright status of these photo other than that they are possibly (the 1920s photo) or most likely (the 1953 photos) still protected in the US by the URAA (because they were still protected in Germany in 1996) and that they are not old enough for {{PD-old-assumed}}. We also cannot claim that they are anonymous, that there was no author disclosure and so on because we don't know when, where, how etc. they were first published. So the files should be deleted per the precautionary principle.
