No FoP for that kind of artworks in Australia. A few garffitis are just text, but the texts potentially benefit from the same protection.

We have been down this path so many times on Commons in relation to illegal graffiti! No court would award anyone for an illegal act. There is no FoP for legal graffiti (where permission was granted or the local council or business has hired someone but for illegal works, the law cannot protect the person’s ‘creative rights’.  Keep File:Illegal graffiti on a wall in Wagga Wagga.jpg (Source proving it was illegal graffiti https://www.dailyadvertiser.com.au/story/5154977/illegal-plea-of-passion-prompts-calls-for-graffiti-wall/ [maybe hidden behind a paywall]). Legal graffiti shouldn't be uploaded but with illegal the graffiti artist would have a hard time arguing in a court that there copyright has been infringed, otherwise it would be making an illegal act of "vandalism" legal in a sense. Commons in the past has allowed illegal graffiti photographs to remain and legal graffiti to be deleted (see COM:GRAFFITI, Commons:Deletion requests/Template:Non-free graffiti, Commons:Deletion requests/Files in Category:Banksy in London, Commons:Deletion requests/Image:Shock-awe-graffiti.jpg, Commons:Deletion requests/File:Kefalonia Fae085.jpg.
