Out of scope: as the category name implies, these flags are all fictional. Some are imaginary flags of countries which were never members of the Soviet Union; others are flags of countries which don't exist at all. A couple of these images are in use on sandboxes and/or talk pages (in one case because an image was included in a user's signature!), but none of them have any substantial use in content.

Most of those images are in use by fantasy or hoax content in userspace. Supporting these "articles" is expressly not a goal of Commons.
File:Flag of Soviet Canuckistan.svg is referenced on a number of talk pages because a user on enwiki included that image in their signature for a short period in 2008. Using images in signatures is strongly discouraged across all projects. Omphalographer (talk) 04:37, 23 February 2024 (UTC)[reply]
Again... wiki is also a community... you want to delete something – we can settle on deleting the unused ones, while keeping those that are in use.

It's well established that fictitious flags - that is, flags which aren't real flags, and which aren't part of any notable work of fiction - are considered out of scope on Commons. That's what all of these images are. Omphalographer (talk) 16:58, 28 February 2024 (UTC)[reply]
