As per Andy_Dingley and his CfD, these files state "Photos are to use for non-commercial purposes..." which suggests the CC-BY-SA license was incorrectly applied and they are not acceptable for Commons.

They are clearly licensed as CC-by-sa on the project Flickr page https://www.flickr.com/people/69385801@N07 yet each upload on Flickr has the "Photos are to use for non-commercial purposes, but must be credited "DRs Kulturarvsprojekt" statement. With a bit more thought, I'm going to go with  Keep on all of these. It's probably a mistake on their part to have contradictory double licensing here, but they have CC- licensed them under a free licence. It is a requirement for us to be honest. It is not a requirement for us to fix their commercial mistakes. They're CC-by-sa, they're staying as CC-by-sa (whatever an additional licence adds), so they're OK for our use here, and for us to offer than as freely licensed for onward commercial use.
