Multiple problems:

• In some cases, it is unknown who the photographer is, or there is no evidence of permission from the photographer. Currency images always need permission from the photographer per COM:ART#Photograph of an old coin found on the Internet.
• Permission is also needed from the engravers.
• {{Money-EU}} is only for banknotes, not for coins.
• {{PD-GermanGov}} is only for text, not for images, as explained at Commons:WikiProject Public Domain/German stamps review. The tag can therefore not be used for coins.
