[edit]Not official coat of arms. According the Ukrainian law, CoA projects are copyrighted.

- Keep File:Coat of arms of Kiev.svg and File:Kiew-city-COA.PNG per Commons:Deletion requests/File:Coat of arms of Kiev.svg. The situation with coats of arms of Kyiv is rather strange. According to the official website of Kyiv City Council, this version is the official one. This coat of arms slightly differs from the official one, but is extremely widely used by local government, from official documents (this is the decision of Kyiv City Council on identity cards for asssistants of counsellors, published in the official newspaper and depicting a BW copy of File:Coat of arms of Kiev.svg) to municipal helicopter. The article uk:Герб Києва explains the situation in more details: apparently File:COA of Kyiv Kurovskyi.svg was adopted back in 1995, but almost immediately the city strarted to use File:Coat of arms of Kiev.svg as a coat of arms — NickK (talk) 22:41, 18 January 2015 (UTC)

- Ситуация с Косаковским ясна. Однако, с тех пор Киевсовет принял вот такое решение, чем фактически перевёл File:Coat of arms of Kiev.svg и File:Kiew-city-COA.PNG в общественное достояние по {{PD-UA-exempt}}, так как этот символ теперь используется в официальном решении городского совета (а все решения являются общественным достоянием). Разумеется, это глупая путаница, но получается, что оба варианта теперь есть в решениях горсовета — NickK (talk) 23:49, 18 January 2015 (UTC)

- Если посмотреть на другие документы (в частности, распоряжение городского головы, официальный запрос депутата горсовета, то видно, что именно герб File:Coat of arms of Kiev.svg / File:Kiew-city-COA.PNG используется городом в документах — NickK (talk) 00:23, 19 January 2015 (UTC)

- Well, on the page by AMY's link I found copyright certificate. It is new information in comparison with Deletion requests/File:Coat of arms of Kiev.svg (at that time we do not know about it). Now it is obviously copyvio for me.--Anatoliy (talk) 23:50, 18 January 2015 (UTC)
- It is not quite clear which image exactly is protected. Solominskyi and Kurovskyi have designed together uk:Файл:Kyiv1995.jpg (a non-free project of CoA), and later each of them made a derivative work of this image, one was File:COA of Kyiv Kurovskyi.svg by Kurovskyi (official but rarely used), another one was File:Coat of arms of Kiev.svg / File:Kiew-city-COA.PNG by Solominskyi (not adopted but heavily used). It is not clear which image exactly is mentionned in the copyright certificate, as uk:Файл:Kyiv1995.jpg is a joint work with Kurovskyi, and File:Coat of arms of Kiev.svg / File:Kiew-city-COA.PNG are derivative works of this image, while certificate mentions own and non-derivative work ("не похідний, у порядку індивідуальної розробки") — NickK (talk) 00:23, 19 January 2015 (UTC)

- ...and we know that different CoA are used in official documents: one, two, three (all three are official documents by various city officials). As all documents issued by governmental (incl. municipal) officials within their competences are in public domain, these three documents are also in public domain per {{PD-UA-exempt}}. - By the way, the image itself is not officially copyrighted, as it is used in an official coat of arms of the village of en:Khotiv (image description). The only difference is that the coat is blue instead of purple, but this is a trivial change. Thus there is definitely no problem with copyright, as this image is used by two different municipalities (Kyiv and Khotiv) — NickK (talk) 00:51, 19 January 2015 (UTC)

- Keep They are all notable and encyclopædic (even if not adopted). Whether or not they are protected by copyright in the USA is up for discussion, but there could certainly be an argument made that they are ineligible for copyright under the Corel case.
