Starliner Flight Test logos

Starliner logos are created by Boeing for their missions, not NASA. While these images may be derived from a NASA image (File:Boeing CFT Crew.jpg), its de minimis use there (which could also be argued) does not confer public domain status to the logo on its own. See [1], [2], [3], and [4] for examples of these logos and other Starliner program logos being attributed to Boeing rather than NASA.
