It is impossible to determine who created these designs. They were taken from a CCAC meeting, and are preliminary designs for the American Innovation $1 coin program. The only thing we do know about them is that the one design ultimately chosen for the coin, represented at File:2018-AI-O-08 - 2018 American Innovation $1 Coin.png and File:2018-AI-O-08 - 2018 American Innovation $1 Coin.jpg, was designed by Artistic Infusion Program (AIP) artist contractor Justin Kunz. (These files have been nominated for deletion at Commons:Deletion requests/Files found with deepcat:"American Innovation $1 Coin Program".) We also know that the mint relied heavily on AIP artists to design the coins for this series; all but one of the coins (Maryland's) was designed by an AIP contractor. For reasons explained at Commons:Determining if U.S. coins are free to use, coins designed by Artistic Infusion Program contractors are not freely usable. Unless information can be brought to show that these works are freely usable, they should be deleted under the precautionary principle.
