The monument was incepted in 1978, and its designer who happened to have contributed his work as part of a national contest (which means he wasn't a government employee then) died in 1989, meaning the monument won't be in public domain until 2040 or 50+1 years after his death (but due to COM:URAA, won't be PD in the U.S. until 2074 or 95+1 years after its unveiling). Otherwise restore only when FOP is introduced here. An image here will be moved locally to enwiki under fair use licensing. See also: Commons:Undeletion requests/Archive/2020-09#File:Quezon memorial.jpg, which included a long debate about Mr. Ilustre's role during the time he contributed his design for the monument in a national design contest.

Unfree artistic work: there is still no freedom of panorama in the Philippines. The public art author, Federico Ilustre, died in 1989 which means it is still under copyright. These commercially-licensed photos can be undeleted if freedom of panorama becomes officially existing here.
