- @Liuxinyu970226: I've pictured these coronavirus warning billboards marked with 'HM Government' on one side, and 'NHS' on the other side. If it has got a government logo it's clearly official public guidance and should be covered by the OGL. With this billboard you can't see whether there's an HM Government logo on the left, but it's irrelevant because the NHS is a government organisation! Extua (talk) 07:32, 5 April 2021 (UTC)

- @Liuxinyu970226: The OGL specifically says "This licence does not cover: ... departmental or public sector organisation logos". If the image contains a UK government/public organisation logo, the OGL doesn't apply and the image is not free or fair use. ItsPugle (talk) 07:16, 7 April 2021 (UTC)

- Schlosser67, the image is not of the concourse as such in which the banner is a minor element, the intent is clearly to show the banner. This means it fails COM:DM. -mattbuck (Talk) 17:33, 28 April 2021 (UTC)
- Delete, the banner's inclusion is intentional. The description reads "London Waterloo station concourse, looking relatively empty during the COVID-19 pandemic, showing a large advertising banner with public health messaging." JWilz12345 (Talk|Contrib's.) 04:27, 30 April 2021 (UTC)
