This is incorrectly licensed. Its a 2d scan of an original and, as a derivative work, it does not create a new license. This can only be used here if the rights holder is correctly identified and a free license established. Spartaz (talk) 07:08, 28 January 2017 (UTC)[reply]

 Keep: Thanks for bringing this to my attention. The point is valid. However, with a different result. According to Copyright Law of Ghana ("Copyright Act, 2005, Act 690", р. 5/2005) there is not copyrighted if the "work is […] Law, sub-law act or other kind of law act" respectively "Official materials of state authorities or materials published by any other person or institution which do public function." Query whether the tag includes a personally identifiable signature that is clearly the work of the issuing officer. I don't think the Ghanaian govt own the rights to the signature so the license is inadequate for the whole work. Spartaz (talk) 22:25, 5 October 2019 (UTC)[reply]

  •  Keep The law states that the whole document is copyright-free as this is an official document. In my opinion, this means that official documents are copyright-free as a whole even if they include materials that would otherwise be copyrightable.   •  Keep This signature was made by an Ghanian govt official on behalf of the govt for an official purpose and is thus part of the official document.
