- At the moment FOP template is usually not considered a license by itself and it is usually accompanying photographer's license. Please see Commons:Village_pump/Copyright#Should_.7B.7BPD-Art.7CFOP-.....7D.7D_be_considered_a_license.3F for general discussion. In case of this specific file it is unclear to me if this file should be considered "publicly displayed", since most of the images using FOP exception are outdoor photographs of the objects.
