Hi! You are probably right, that these posters are copyrighted and that framing them in this way may not be enough for de minimis. On the other hand, I cannot imagine the Cuban government prosecuting anyone for spreading their propaganda. Even if they wanted to sell the posters in the West, these low-quality photographs would not discourage any buyer. Showing e.g. a Disney cartoon this way would of course be a very different issue. But I admit that this reasoning is more about the financial value of a copyvio rather than a binary answer "copyvio yes/no". And that the same answer will likely apply to all pictures in the same nomination category.
