Video content is not created by VOA. Most content on Voanews is from third parties, in this case for example REUTERS content is used, see http://www.reuters.com/video/2014/02/28/armed-men-control-airports-in-crimea-as?videoId=284959080. In general: Videos from VOAnews contain 99% unfree, not Public domain content. The only thing in this videos that is created by VOA is the correspondents comment/voice. --Martin H. That question is a off topic, but ok: if It is deleted per copyvio a discussion will certainly follow at COM:UDEL. Unecessaryly, sure, but understandable, given that there is too litle awareness on this project in regard to Template:PD-USGov-VOA and VOA's content sources. --Martin H. All visual content, obviously demonstrated with the link to Reuters which showed this same video at the time of the nomination. You can still find it by searching google for armed-men-control-airports-in-crimea Reuters or something similar, see e.g. http://www.youtube.com/watch?v=Pk9jhyAm95c as the first find. Sorry, I see several scenes in the VOA version which are not contained in the Reuters version, e.g. the soldier climbing down from the civilian truck after inspection, or a soldier walking from right to left in front of the military truck. This means we speak at least of a collage of various sources and we have to cut away all content that is obviously not created by VOA and not created by an employee of the US Federal Government but clearly credited to REUTERS (see [http://www.nytimes.com/video/multimedia/100000002741006/armed-men-control-airports-in-crimea-as-ukraine-requests-un-moni.html NYT among other sources) This includes the whole passage at the beginning, other publications may exist on the REUTERS distribution chanels, the video on Youtube is a cutting. --Martin H. Reuters sells a broad number of video material and publishes some video material themself. Of course they will not take VOA material and sell it. VOA is buying this content from REUTERS. The fact that I have no acces to REUTERS original material and the fact that you not do any research yourself will not change the copyright status of this material. On the other hand the fact that REUTERS distributes this material, the fact that most of VOAS visual content is bought from agencies, and the fact that other newspapers and tv stations buy REUTERS content and credit them as the source is a clear evidence that this is REUTERS content. --Martin H. No, thats simply not true. They sometimes do it for photographic works - with many mistakes especially in the foreign language versions because the watermark is not added permanently but by a simple software trick - but they not regularly do this for videos. --Martin H.
