Keep That line is used when the work is published by a third party. These works that are uploaded by Ministries of Government of Bihar are not third party. Please read and quote the complete terms. No cherry-picking. The Phrase which the nominator is indicating is used for any third party material which is copyright protected and not for these images. It is used in the context of using these images in those materials. See for example this image from same website which has passed the review.
