- Keep, the building appears to be the same as File:Raekoja plats 3, Tartu 1.JPG, supported by Google Street View imagery. Per w:et:Raekoja plats (Tartu), the building was completed in 1790 and restored in 1946 after damage from World War II. The sculpture passes the Estonian version of de minimis: the work is not the main subject of the pictorial reproduction (or the image file itself).
