Keep The building itself is in public domain. The banner showing the exhibition advertisement is COM:DM, it is small enough (a few % of the total image) and falls under Ukrainian current events exemption (see Commons:Village_pump/Copyright/Archive/2013/12#Ukrainian_copyright_law_current_events_provision). Please also note that as an art centre this building always hosts exhibitions so it always has a banner of an ongoing exhibition (see File:Червоноармійська вул., 1-3 DSC 5315.JPG, File:Будинок прибутковий з готелем «Берлін», Червоноармійська, 3.JPG, File:Червоноармійська вул., 1-3 DSCF9290.JPG, File:Київ, Велика Васильківська вул. 1-3, Будинок прибутковий з готелем «Оріон».jpg), as a result, it is completely impossible to take a picture of it without any banner — Nick UA (talk) 06:55, 8 July 2023 (UTC)
Comment presumably the problem is the image of a skull in the center of the sign (work of living artist) - I suggest blurring that bit. Most or all usage is to illustrate the museum building. -- Infrogmation of New Orleans (talk) 20:22, 6 November 2023 (UTC)
