We can find this photo at Pexels. According to our policy it is not possible to import files from Pexels. Of course that does not apply if the original creator of the file uploads the file here on Commons. But there is no hint that the uploader here on Commons is identical with the original uploader at Pexels, so the uploader cannot release this photo under a CC BY-SA 4.0 license.
