The file is an image hosted on DVIDS, which was made by PLANS official Wenxuan Zhuliang. As only US Navy officials are eligible for Template:PD-USGov-Military-Navy, the file is likely to be copyrighted and unfree. 廣九直通車 (talk) 02:10, 2 June 2019 (UTC)[reply]

In the "image title" embedded in the file (and visible near the bottom of the file page) there is the text (Chinese navy photo by Wenxuan Zhuliang). The source page says the same. --bjh21 (talk) 13:55, 3 June 2019 (UTC)[reply]
