Edicts of government include judicial opinions and legislative enactments; this is neither. This is a document filed in court (public record) by attorneys for the state of New York, and is not binding on others such that it is an edict of government. Similar filings in federal court (including the complaint in U.S. v. Mangione, which has already been uploaded here) are in the public domain (in addition to being public records) because 17 U.S.C. 105 bans copyright in U.S. government works; again, this is a New York state government work, and does not fall under that exception. Neutral — I will refrain from defending the upload with a Keep argument (as the uploader). At the upload time, I was sure that this file was covered as it is a judicial procedural document, but having since read up more on it, it seems that this 'edicts of government' carve out applies only to officers who have the power to enact law (either legislative or via judicial precedent). If this is indeed the case, then I have no objections to this being deleted on copyright grounds. Melmann (talk) 01:45, 22 December 2024 (UTC)
