 Disagree Yes, but the arc de triomphe is a public monument, old enough to be in the public domain. It's not the case about the pyramid of Louvre or the illumination on Eiffel Tower.
Paris official website about freedom of pictures, "Sont ainsi entrées dans le domaine public les œuvres architecturales suivantes : l’Arc de Triomphe, le Dôme des Invalides, l’Hôtel de Ville, l’Obélisque de la Concorde ou encore l’Opéra Garnier.
