This file was initially tagged by Elshad as Copyvio (SD) and the most recent rationale was: F1|Apparent copyright violation. Uploaded as "own work" yet clearly the logo of an organisation. Uploader claims to be "LSEG Brand Protection" yet there is no way to verify this and in any case there is no copyright exemption for uploaders claiming to be representatives of organisations on Commons.
The coat of arms is created in 1923. Seems to be in public domain – Kwj2772 (talk) 13:13, 23 May 2021 (UTC)
