 Keep It's a faithful depiction of an EVENT at which a sign happens to be visible. The sign actually adds context but isn't, by itself, the subject of the photograph. The photograph is not attempting to skirt around rules on reproduction of others' artworks or photos. Basically, if you go to a protest or march then you're very likely to see placards. They typically occur in public places and these events are worthy of recording for historic or documenttary purposes. Attempting to delete all protest or march images through questionable interpretation of a Commons policy is misuse of the speed deletion process in my view.
