did you observe that the source has no photographer credit? the boilerplate is the only license mention on this website. do you have any evidence this is public domain?
there is a qualitative difference between the Library of Congress HAER images and this case. as you drill down, you have individual photographers credited and a specific rights advisory for each image [2] and a specific rights page [3]. on the other hand, this image has none of this metadata.
