- Keep, ridiculous claim. Did you even observe that the image has a source? You also happened to quote a disclaimer about other websites. Moreover, the first disclaimer is a standard type posted on pretty much all USGov webpages; see the disclaimer at this image within a massive collection of images of federal works. - did you observe that the source has no photographer credit? the boilerplate is the only license mention on this website. do you have any evidence this is public domain?
- there is a qualitative difference between the Library of Congress HAER images and this case. as you drill down, you have individual photographers credited and a specific rights advisory for each image [2] and a specific rights page [3]. on the other hand, this image has none of this metadata.
