Exif data suggests this is from Facebook and Facebook images are generally not released under this type of license. The file can be seen here. Also, generally it is the photographer, not the subject, who is the copyright holder of a photo. So, the uploader would be best re-upload the file with its original EXIF data or contact COM:OTRS by email to verify its license.
