Looks like the source is from 2006 at media.publicknowledge.org (web archive link). I would imagine the PD-USGov is for the person speaking -- the source website doesn't change that. The sound recording could have its own copyright though, separate from the content being recorded. The copyright page of www.publicknowledge.org at the time (again, archive link) gave a CC-BY-SA.2.0 license for all of their stuff on the site, and also marked some as being public domain. Looking further, the source article was here, where they say they recorded it from a commerce.senate.gov webcast. I'm not sure that would qualify as a separate sound recording copyright, since that is just copying the recording from commerce.senate.gov really, which would make the recording PD-USGov as well.  Keep Carl Lindberg (talk) 16:19, 17 February 2019 (UTC)[reply]
