I don't think this is within project scope since the only realistic educational use I can come up with is as a source on w:Furry or something. However, documents hosted on Commons aren't reliable sources - we should instead link to the report on their official website.   •  Keep For the following reasons; first, a quote from COM:SCOPE:

The expression “educational” is to be understood according to its broad meaning of “providing knowledge; instructional or informative”. […] A media file that is in use on one of the other projects of the Wikimedia Foundation is considered automatically to be useful for an educational purpose, as is a file in use for some operational reason such as within a template or the like. Such a file is not liable to deletion simply because it may be of poor quality: if it is in use, that is enough.

  • The verifiability of this file is given within the document itself;
  • the document provides informative knowledge (hence automatically in scope);
  • it is freely licensed, while Wikipedia discourages fair use when a free alternative is possible (for usability on Wikipedia). If the file ceases to be hosted on the original website, it will result in a lack of source for the Wikipedia article.
  • PS: Remember that the rules of Wikipedia doesn't apply on Commons. One of the requirements for being in scope is simply to be usable on Wikipedia; it will be. See fr:Modèle:Commons for an overview about how we (will) include such content on FR.
  • another educational use is the following: compare statistics with former or latter versions of this file.
To finish: although you can't see it right now because the file had just been OTRS verified, we are going to use it at fr.wikipedia. We need, preferably, to translate it; such an act is possible only if the file is free, and the OTRS ticket #2009010510015742 gives us the opportunity to do so.
