It seems rather improbable that the uploader has the right to licence the image, and if they do we'd need proof. The design is used authoritatively by several bodies that can reasonably be said to represent Torres Strait Islanders. It has been around for 30 years. There are no grounds to delete this as "made up" as Commons (well, one editor) has an annoying habit of claiming. Our general practice for flags is that we accept drawings of them without requiring specific licensing of the designs – if you want to show why this particular one should be treated differently, then it would need a DR with a rationale in it, such as contacting TSIRC, not just a vague handwave.
COM:FLAG is pretty useless BTW because it confuses flags and coats of arms. Andy Dingley (talk) 12:50, 29 April 2023 (UTC)[reply]
