- The photo is of a public building of Costa Rica, demolished in the 80’, therefore the copyright falls under the category of “State-owned art” and is protected for 25 years, therefore it has been in the public domain, at least since 2014.

- Comment I'm not talking about the structure per se, specifically who took the photo. That detail must be identified, you can take a photo from a public site but maybe have licensing rights for your work (aka copyright). Taichi (talk) 20:39, 10 February 2023 (UTC)
- The autor is unknown, but the image copyright is hold by the Ministry of Public Education, who has used it in various publications, as this one: https://es.calameo.com/read/00572555091f7c6d4e113 therefore the copyright falls under the category of “State-owned art” and is protected for 25 years, therefore it has been in the public domain, at least since 2014. (The facebook source was used because it had the highest resolution available)

- Comment The 150 page document from 2018 that you provide says nothing about specific licensing, you cannot tacitly assume that the school yearbook with its myriad of photographs is in the public domain, if there is nothing specific no license is assumed (a copyrighted item). - Hi, after deeper research, i have discovered the original source and autor of the photo, and i made a mistake in saying that it was owned by the Ministry of Public Education. The original photo is from “The Blue Book of Costa Rica” (1916), and it was taken by Manuel Gómez Miralles. The book in question is a Government-published book to advertise Costa Rica to foreign investors, you can look at it here: http://www.sinabi.go.cr/biblioteca%20digital/libros%20completos/el%20libro%20azul%20de%20costa%20rica/El%20libro%20azul%20de%20Costa%20Rica%20parte%203.pdf on page 208. Being a Government publication, it has copyright protection for 25 years, therefore it has been in the public domain since 1941; and if we want to consider normal copyright of 70 years, it would also be in the public domain since 1986.
