File's licensing was queried at COM:VP/C#File:Captain George "Cap" Wellington Streeter.JPG. While it's true that the person who took this photo can license the photo under a CC license, there is no automatic freedom of panorama for publically displayed 3D works of art in the United States per COM:FOP#United States, which means the copyright of the statue itself needs to be considered.

en:George Streeter may have died in 1921, but this statue itself appears to be more recent. From this website, it seems as if the statue was installed in 2010, which means that it would still be considered protected by copyright, and the copyright holder is either the sculptor (Dennis M. Downes) or the commissioning body (Golub & Company).

So, there are essentially two copyrights which needs to be taken into account (the one for the photo and the one for the statue) and Commons cannot accept this file without the permission of both copyright holders. So, unless it can be demonstrated that the statue itself is either not eligible for copyright protection or its image has been released under a free license by the copyright holder, this file should be deleted per COM:PCP. -- Marchjuly (talk) 23:16, 23 November 2017 (UTC)[reply]
