I think that as a member of the VRT for Romania I know the Romanian law very well. In Romanian law, the "de minimis" notion does not exist. "No FoP in Romania" applies only if the building that appears in the photo is the main subject of the image, i.e. it is a photo of the building or artwork, not of anything else subject, and only one building or artwork appears in the image, because if there are two or more it cannot be determined which of them is the main subject.
But I won't argue in the Commons, because I don't talk to those there anymore. The administrators of the Commons, if they want to keep their position, are obliged to use their rights, that is, to delete. As a result, they ignore virtually any argument, as if they were brainless.

Given the statement of Romanian law given in the template, and the clear intent of the photographer and the actual focus of the image, the photograph is of the faculty (being “the main represented or handled subject”) in front of a background, here a building (which is an “accessory” and non-material part of the image).
