I posted it myself, I deleted it myself. The problem is that on the Official Portral of the President of Belarus At the bottom of the page, it says that "Materials from the Internet Portal can be used in mass media and distributed in the Internet without any restrictions regarding the volume and date of publication. Only a reference to the source is required. No prior consent to use the materials from the Internet Portal on behalf of the Press Service of the President of the Republic of Belarus is needed". But whether this is their fault, or it should be so, but it doesn't indicate that media files can be used in books and "on any other media" (I can't, for example, sell a T-shirt). Also there is not a word about Creative Commons on the site. There is no unambiguous indication of all the required degrees of freedom, in particular, there is no permission to change.
Also:

I after conferring with Commons:Copyright rules by territory/Belarus I uploaded File:Lukashenko belarusian state university-.2021-01-29.jpg. The source of the photos is "The Official Internet Portal of the President of the Republic of Belarus is the state information resource which ensures Internet coverage of the activities of the Belarusian Head of State, provides general information about the Republic of Belarus." [1] In the footer of that page and in the about section the permissions granted are:

"Materials of the portal can be reproduced in mass outlets or Internet servers without restrictions on the amount of material and the time of publication. The only condition is that any reproduction of materials should contain a reference to the original source. No prior consent from the Press Service of the President of the Republic of Belarus is required to use the materials of the portal."

If the only condition is a reference be made to the original source then that sounds like the equivalent of CC-BY, is that not an "explicitly freely license" ? --Jabbi (talk) 21:16, 12 February 2021 (UTC)[reply]

@Jabbi The link is the only condition for use and distribution, but not for anything else. This disclaimer does not explicitly permit modification of files. And to indicate a specific license (for example, one of the Creative Commons licenses) there is exactly one necessary condition: this license must be indicated by the author or copyright holder himself. — putnik 21:31, 12 February 2021 (UTC)[reply]

@Jabbi You can try. But Alexander Lukashenko just yesterday called for the use of push-button telephones instead of smartphones. So I am not sure that the Belarusian authorities are ready for a dialogue about free licenses. — putnik 23:52, 12 February 2021 (UTC)[reply]
