  The Canadian Film Centre's events are full of important figures from the Canadian film or television world - or, alternately, are well heeled donors, supporting the Canadian film industry. Would Film director Patrick Rooney measure up to wikipedia's GNG? I dunno. Would an article about him meet the wikipedia's CSD#A7 criteria? No, he has been described, by third parties, as an award winning documentary filmmaker.

  I suggest that is sufficient for images of him to be recognized as having an educational purpose.

  Yes, I know there are some people who claim that all images of individuals who don't have standalone articles are out of scope. I dispute that. Images of individuals who do not (currently) have a standalone BLP may, nevertheless, illustrate a section of an article related to them.
