The press release from the Central Bank was made a day before, see https://www.bcra.gob.ar/Noticias/El_BCRA_pone_en_circulaci%C3%B3n_billete_$200.asp. Also, these images were available, yet a day before on the Central Bank's Flickr account, see https://www.flickr.com/photos/gerenciadeprensabcra/30522819486/.
