- I beg to differ on the interpretation. The article 28 does not say that such works fall into the public domain. The closed list of allowed actions does not include modification, for instance, or arbitrary commercial use, so I'm afraid it cannot be considered equivalent to a free license, it's more like a right to information. --Eusebius (talk) 20:09, 2 September 2010 (UTC)
It says "Cuando se publiquen" (When it publishes), it that no says "always you must publish without modify it" then the image may be modified.--Esteban (talk) 01:00, 3 September 2010 (UTC)
