No indcation that I can find on the source website that this file has been released under a "CC-by-4.0" license. In fact, the website content is listed as "HDPICS All Right Reserved" and the original image is listed shown here has a "Hey Day" watermark in the lower right which is not visible in this crop. This file is listed as reviewed and verified by Puramyun31 which is the only reason why I didn't tag this for speedy deleteion. Perhaps Puramyun31can clarify where they found the license for this photo.

I just want to add that the uploader's user talk page seems to be one long list of notificationss/warning about improper file uploads. Maybe this uploader has difficulty understanding English, but they have continued with the questionable uploads despite being previously blocked multiple times for doing so which mean all of their uploads probably should be reassessed. -- Marchjuly (talk) 06:51, 3 June 2018 (UTC)[reply]

Also, the copyright statement is produced by the layout itself, created by Studio 8, so that statement does not affect the Creative Commons-licensed status of the contents of the blog. Thank you for clarifying this. I am unable to clearly make out the license on the screenshot you attached. It might be better to add a direct link to the file’s page showing the license to make identification/verification easier. Moreover, even if the license is correct, I don’t think it was appropriate for the original file to be overwritten with a cropped version; the cropped version should’ve been uploaded separately under the same license.
